The Real Estate Institute of Australia (REIA) is extremely doubtful the government will pass national licensing laws by the July 1 deadline.
“The COAG National Licensing Taskforce has consulted fully with the real estate industry sector … COAG agreed that national licensing would commence in 2013,” a spokesperson from the Department of Industry, Innovation, Science, Research and Tertiary Education told Real Estate Business.
However, the REIA remains sceptical about the planned launch date of 1 July 2013, set down in September of 2012.
“The 3,600 responses to the [Regulatory Impact Statement] show extremely strong support for REIA’s position. All those comments will be taken into account in the Decision RIS expected in the first quarter of 2013,” the REIA said.
“Given that timeframe, it’s highly unlikely that national licensing will come into effect in July.”
The Department of Industry, Innovation, Science, Research and Tertiary Education said the submissions and comments will be reviewed in the first half of 2013, with a Decision RIS to follow.
“The final decision on national licensing for all occupations, including property occupations, rests with the Standing Council on Federal Financial Relations,” it said.
“It is anticipated that ministers will consider Decision Regulation Impact Statements for all occupations in the first half of 2013.
“The COAG National Licensing Taskforce has consulted fully with the real estate industry sector. The industry contributed to the policy development work, which informed the development of the Consultation Regulation Impact Statement (RIS) for Property Occupations.”
According to the department, public information sessions on the Consultation RIS were held across the country in September 2012 and around 387 people attended.
Approximately 802 submissions have been received in response to the Consultation RIS.
“States and territories are currently considering the industry feedback on the Consultation RIS provided through the consultation and submissions process,” the government said.
