Following the recent formation of the New South Wales government’s Property Services Expert Panel, the inaugural chair has said consumers will be winners of a real estate regulation overhaul.
The Property Services Expert Panel is a brainchild of the NSW Liberals and Nationals, and was announced last week as providing “a new voice for our real estate sector” by the state Minister for Better Regulation and Innovation, Kevin Anderson.
He said the panel’s creation signals “a new approach to how the government will engage with the critical sector”, which contributes more than $100 billion to the state economy and employs in excess of 37,000 people.
Chris Duggan, the president of the Strata Community Association (NSW), will be chairing the new panel.
He has said that giving property consumers and stakeholders a new and louder voice will be his “number one priority”.
Acknowledging that the state’s property sector has “seen a rollercoaster ride over the last decade”, Mr Duggan wants the panel to “play a leading role in assisting the government to improve consumer confidence and consumer rights in property”.
He considered the NSW government as “leading the way in making sure that the consumer voice is being heard”.
“The new Expert Panel has a wide and experienced stakeholder base of property sector experts who can all play a key role in advising government on how we can do it better in property,” the inaugural chair expressed.
From his perspective, “we are entering a very interesting time in the real estate sector with record prices in residential housing and the emergence of new types of housing products and services”.
He stated that the Expert Panel will be responsible for advising the government on “what needs to be done to get the balance right between consumers and construction and those who work in property services”.
Appointees to the inaugural Property Services Expert Panel include:
• Sadhana Smiles, Real Estate Industry Partners
• Adrian Carr, PICA Group
• Tim McKibbin, REINSW
• David Ferraz, Australian Institute of Business Brokers
• Trevor Rawnsley, Australian Resident Accommodation Manager’s Association

• Peter Baldwin, Australian Livestock and Property Agents Association
• Bryan Wilcox, Real Estate Employers Federation
• Michael Wright, Australian Wool and Pastoral Agency
• Sylvia Cortez, Estate Agents Co-operative

Weighing in on the panellists, Mr Duggan said: “I could not be happier that the panel I will chair brings together the right mix of talent, innovation and experience to make significant recommendations to government in the area of property services.”
He added that “the NSW government and, in particular, Minister Anderson in his role as the Minister for Better Regulation is to be applauded for taking this step in establishing an Expert Panel”.
“What will emerge from this panel at the end of the day will be better regulation for the property services sector,” Mr Duggan concluded.
